That dinghy dock is amazing. What's the protocol?? It's OK to climb thru one to get on/off yours?

I have been to Block Island twice. If I remember correctly you are supposed to leave at least a 3ft painter when you tie up to the dinghy dock. Some people don't and it can be like bumper cars getting out. Yes we have climbed over other dinks when required.
Landing Fee box??? Hmmm don't remember that one. Must be the New Yorker in me coming out. LOL
